Promoting employers’ social services organisations

in social dialogue (PESSIS)

 

 

The main aim of the PESSIS project is to remedy to the lack of qualitative and quantitative data on labour issues in the sector from the perspective of employers and to promote a culture of social dialogue. The PESSIS project is funded by the PROGRESS programme of the European Commission.

 

 

General aim of the project


Social services are services that are considered to be of special importance for the society on the whole and where personal interaction between the providers and the users has a key role. Despite national differences, this sector shares similar experiences and challenges in accessing and promoting employment. The lack of qualitative and quantitative data on the perceptions and experiences of employment constitutes the main barrier to cooperation among employers within the sector at national and cross-border level. This situation is reflected in most EU Member States, where a common framework enabling employers to exchange experiences and find solutions to common problems is rare or non-existent.

 

 

Key objectives of the project

 

This project aims to update the existing information and data in at least 12 EU Member States, identifying practices and experiences which might help the sector to structure itself as employers’ representative. The activity of research will be structured around four key themes:

 

1.The size of the social services sector’s workforce per country and in aggregated value (12 Member States)

2.The sector’s representativeness in terms of number of employers per country and in aggregated value (12 Member States)

3.The degree of involvement of the employers in the sector in social dialogue at national level

4.The existing structure for employers to exchange information and experiences within the sector
