Pathways to Preparedness: Services for Disability-Inclusive Preparedness

EPR Publication Pathways to Preparedness This publication is the result of the work of the 2025 EPR Task Force on Pathways to Preparedness, established to foster meaningful dialogue between EPR members and policymakers on ensuring that persons with disabilities and service providers are actively included in, and contribute to, preparedness policy. It provides insights and recommendations on  how to do so both on a national and European level, with an outlook on the EU Preparedness Union Strategy.

The publication also seeks to give input to one of the actions within the chapter of population preparedness: the Guidelines on what to do in emergencies, adapted to all types of disability, and training of first responders to recognise the type of disability and how to act accordingly. To achieve this, it presents the analysis and findings of the task force meetings, by exploring the challenges and recommendations shared by EPR members.
