WHO provides recommendations on health data governance in the age of AI 

On 20 March 2025, the World Health Organisation (WHO) European Region issued a policy brief including recommendations for the development and strengthening of national health data governance frameworks to facilitate the uptake of AI into health systems. 

Key recommendations included:

  1. Investing in health data governance to improve quality of care, support AI development and garner public trust – in particular it is key to ensure the quality of the data provided to AI to prevent it from producing misdiagnoses, inaccurate predictions or harm to patients.
  2. Strengthening the national ecosystem for health data standards to facilitate the interoperability and exchange of data – Governments should work to strengthen the national ecosystem for health data standards to facilitate the seamless exchange of health data across different parts of the health system, and across geographical jurisdictions.
  3. Engage with a variety of stakeholders in the development of health data governance frameworks – Governments should lead this development with the involvement of patients, health-care providers and other key stakeholders in framework design and implementation, which ensures that frameworks are responsive to the needs and concerns of the public.
