Study on Comprehensive Support for Independent Living of Persons with Disabilities

EPR is a network of service providers to persons with disabilities committed to high-quality service delivery. EPR’s mission is to build the capacity of its members to provide sustainable, high-quality services through mutual learning and training.

EPR is looking for a Researcher to carry out a study on policies and practices linked to support systems for Independent Living of persons with disabilities in Europe.

The study is associated to an ongoing call for practices addressed to EPR member organisations in EU countries, Norway and the UK. Members are invited to present own programmes or projects in the area of comprehensive support to living independently, which can be considered as good practice in services for persons with disabilities. The study entails gathering information on EU policies and examples of national strategies that provide context for local support systems aimed at facilitating independent living, completed with an overview on European trends and developments. The study includes a comparative analysis of members practices, gathering of conclusions from project practice and the drafting of policy recommendations for EU, national and local decision makers.

  1. Conduct desk research on European policies and programmes, including from EU policies and civil society on promoting the rights of persons with disabilities, in particular independent living and provide overview on current trends and developments in the European Union.
  2. Analyse, compare and draft summaries with key observations/findings from received good practices submitted by EPR member organisations in response to the EPR call for practices.
  3. Draft recommendations from the comparative analysis to be addressed to local, national and EU policymakers and to service providers together with EPR Secretariat.
  • Deadline for application: 10 September 2025
  • Selected applicants are expected to take on the assignment in as soon as possible.
  • Completion of tasks: All final deliverables should be submitted no later than 15 November 2025.
  • Presentation of study: The researcher could be asked upon decision with EPR Secretariat to present the study findings and recommendations at the EPR Public Affairs event on 1 December 2025 in Brussels.

The researcher will be expected to demonstrate:

  • Proven experience in coordinating international research projects and collaborative work;
  • Solid academic and/or professional background with regards to the social service sector, in particular services and support for persons with disabilities;
  • Experience related to supporting independent living is an added value;
  • Experience in data collection, analysis and presentation;
  • Experience of writing accessible reports for an NGO and/or EU/national organisation readership;
  • Excellent command of English (written and oral);

The applicants should submit the following documents by email to to Alicia Gómez Campos, Secretary General, at agomezcampos@epr.eu before 10 September 2025 23:59 CEST:

  • A text describing their expertise and explaining why they are the right candidate for the assignment (no more than 2 pages);
  • A proposal for how the work would be carried out;
  • CV, list of published articles, reports and/or relevant studies.

The tenderer will ensure that their bid clearly identifies how they meet the selection criteria.

  • The Contract will be drawn up between EPR and the contractor.
  • All deliverables are subject to revision and approval by EPR.
  • Only validated deliverables will be accepted and fully compensated.
  • Payment will be made in 2 instalments: 40% of the total will be paid upon signature of the contract and the remaining 60% will be paid upon reception of the deliverables.

The estimated remuneration is max. 2590 EUR, value-added tax included. The contract will be awarded to the tenderer whose offer represents the best value for money, taking into account the quality of the submitted documents and individual expertise. The contract will only be awarded to a tenderer who clearly proves to have knowledge, experience and expertise which matches at least 70% of the selection criteria.
