European Parliament works on Own-Initiative Report on the EU Disability Strategy beyond 2024

Between February and April 2024, the Rapporteurs and Shadow Rapporteurs, in charge of drafting the European Parliament’s (EP’s) Own Initiative Report regarding the EU strategy for the rights of persons with Disabilities beyond 2024, were appointed

Many of them are also members of the Disability Intergroup of the European Parliament:

  • Rapporteur from the Employment Committee: Member of the European Parliament (MEP) Rosa Estaràs Ferragut
  • Shadow rapporteurs from the Employment Committee: MEP Marie Dauchy, MEP Chiara Gemma, MEP Katrin Langensiepen
  • Rapporteur for opinion from the Petitions Committee: MEP Pál Szekeres

An own-initiative report is a tool used by the EP to request the European Commission (EC) to put forward a legislative proposal on a certain issue. In this case, the EP aims to propose the adoption of new actions for the second half of the Disability Strategy (2021-2030)

The next steps for this own-initiative report are for the Committee responsible – committee for Employment – and Committees for Opinion – Committee for Public Health, Committee for Civil Liberties, Committee for Women’s rights, and Committee for Petitions – to work on a report, which will be voted on in an EP plenary session. Should the EP vote in favour of the own-initiative report, it will be sent to the EC, which is obliged to let EP know whether it will or will not submit a legislative proposal.
