Across the European Union, persons with disabilities continue to face significant barriers in accessing and sustaining employment. In 2020, only about 51% of persons with disabilities were employed, compared to 76% of those without disabilities—a persistent 24-point gap. This employment gap not only limits the full participation of persons with disabilities in society but also represents a significant loss of talent and potential for Europe’s labour market.
In response to this challenge, the European Commission launched the Disability Employment Package in 2022. This initiative brings together practical actions to promote quality employment opportunities for persons with disabilities, including tools, guidance, and evidence-based studies.

It is organised by the Inclusive Labour Market Alliance (ILMA), represented by the European Association of Service Providers for Persons with Disabilities (EASPD), European Platform for Rehabilitation (EPR), Association for supported employment Europe (ASEE), European Disability Forum (EDF), European Network of Social Enterprises Europe (ENSIE), and Workability International.
