EPR Study ‘Support for Independent Living of Persons with Disabilities’

This study explores how policies, legislation, and service practices can better support the Independent Living of persons with disabilities. Grounded in the UN Convention on the Rights of Persons with Disabilities (CRPD), it examines the key elements of an enabling framework for Independent Living, identifies persistent barriers and challenges, and highlights practical solutions to address them.

It also presents practice-based contributions from EPR members, analysing the characteristics, success factors, and lessons learned from diverse service models. The study concludes with targeted recommendations for local, national, and EU-level policymakers, aimed at strengthening service quality and creating conditions that enable persons with disabilities to live independently and participate fully in their communities.
