The European Commission welcomes political agreement of European Disability Card

On February 8th, the European Parliament and the Council reached a political agreement on the EU Directive introducing the European Disability Card and the European Parking Card for persons with disabilities that was proposed by the European Commission in September 2023. 

This will ensure easier recognition of disability status and equal access to special conditions and preferential treatment across the European Union during travels within the Union. These cards will facilitate the mobility of persons with disabilities and guarantee access on equal terms.

The Directive includes:

  • Recognition of the disability within the EU;
  • Providing European Parking Card holders with the same parking rights across the EU;
  • Obligation for the national governments to issue and renew the European Disability Card free of charge, in both physical format (with digital features) and in digital format;
  • Ensuring publicly accessible information on the conditions and procedures for obtaining these cards;
  • Guarantees legal protection in case of violation of these rights.
